City built on the open ocean, giant waves

I was exploring a small city built on the open ocean, it was bustling and alive. I was directed to check out an area below the city, so I went down some steps and found entry to a huge a ship/platform which was attached to the city with some huge chains. I was told there was only 5 minutes visiting time left but went anyway. I walked further down the ship (no accompanied by friends) when a sudden storm emerged and the ship started rocking violently, even flipping a few times despite the attached chains. we all held on and a friend and I climbed out and escaped.
