brake line bandit

There was a guy cutting people's brake lines. He hung out on a mountain. I guess people parked on this mountain a lot. He carried a binder. He killed multiple people this way. He got my brakes once, I saw his hand and his binder as he was running away. I saw a retired NFL player with a hand injury at a restaurant. He was being all nice and friendly, but I knew it was him.
