Stone bubbles

An asteroid, long and thin, passed through the solar system. It was sent by an alien civilization. It dove into a storm on Jupiter and vanished. A group of scientists were studying how to protect earth. Very slowly, they were surrounded each by a circle on the ground. Over weeks, these circles grew into brown stone bubbles, later by layer, like a 3D printer. It was so slow that anyone could have easily escaped, but didn’t. Was I on the inside or outside?
