Boat on Road

when I tried to get on the boat on a road but it started before I enter. then stopped for some reason. Then I enter and some of them are looking at me. I remember everyone is female but I am not sure. Then I saw a cousin of mine she was sitting on the right side 3 seats back. and the last seat was empty. Then I got a seat and the boat started then the road changed to water and saw some building.
