Living Underwater

There was a massive earthquake and the entire city submerged into the ocean. We were forced to wear high-tech goggles and masks or something in order to stay alive because the ocean was contaminated and we couldn't breathe without them. But later, I found out that they were using the goggles as some sort of GPS to track everything we did or said?? So, we couldn't ever leave.
