Renting books at the library

I went to borrow some books at the library, and the check out lady said that’ll be $20. I asked since when and she said a long time now. I said it was awful, since we’re being squeezed in every direction and it’s such a bad time to do this. She was apologetic, but also surprised I hadn’t heard this was their procedure for quite some time now.
