Kicked soccer ball

Im on top of thus dam looking thing that kind of reminds me of blue lake park and I’m kicking a soccerball around on top. I’m walling down this sidewalk with water to my left, and then if I go far enough forward it turns into water again. I get to the end of this walkway and this girl takes my ball and just boots it as hard as she can into the water on the far side. It floats but it way out there so im not going to be able to get it. I’m super pissed at her and she just gives me an evil grin. I try to talk with her about why she did it but she does give me an answer. I run over to this coast guard guy in a super tall police like boat and yell hey mister to get his attention he is actually pretty understanding of what happened but also says that that water is out of his jurisdiction and there is nothing he can do about it.
