Flooded world

I was a child in a house. I could see waves out the window. We had a category four wave hit, and the house was underwater for a full 29 minutes before the water receded. My father decided to help me escape. We went down to the shore. Another huge wave appeared, but froze before crashing, a vertical wall of water. There were sea monsters in the water. A rescue ship came through. I had to gather some supplies and complete some paperwork before my father helped load me into a cannon. I’d never see him again. One child dropped something into the water, and he was thrown into the water as well. He would not be rescued. It was a cruel system. Another child was being turned into some kind of living security device. We were launched into the air. We passed over the flagship of the fleet, an enormous city sized ship that could crush the monsters and other ships. We landed on another rescue ship and were brought to the shore. On land, we were each given $100 to spend and had to list our job qualifications. This was a world that expected us to work and be consumers. They rescued us, but were also taking advantage of us as cheap child labour. The dream had a lot of world building, most of which is now forgotten. There was a corrupt ruling class. Crime was not tolerated, but there was a thriving criminal class.
