Pizza wound

So I honestly don't remember much but one scene. The overall idea was that the population was growing too large. So the government would send these large vehicles into the streets, and they would eject venom laced pizza cutters into people. And wherever the wound would be on a normal person, there would be cheese and sauce oozing out.
