levelling up people

I don't know what game I was in but the world was one video game and everyone seemed to be low level except for me.. Wondering around my town and monsters are spawning and I'm killing them with these dual swords that popped up on my back, I continuously keep finding people but they are weak compared to me and are helpless compared to the monsters. This dragon pops up, looks badass half skeleton. Do some cool rolls blocks. After fighting it for a while I jump on its back stab it with my two swords and slide down its back slicing and dicing. I took it down and it's dropped some loot! (Because what would any game be without loot) I pick up some device that lets me power level the low levelled people in the city so they can defend themselves. Fun dream :p
