Slim Shade PSA?

When I woke up, all I remembered was that I as Slim Shady and I was trying to steal something for someone. I also got the feeling that the song "Rock Bottom" (on the Slim Shady LP) is actually a PSA (Even though their is already a song on the album called Public Service Announcement)?
