The counterbalance

I was by the seaside and there was a platform with some things tied to it being dragged towards the sea I was being told you have to find the counterbalance there is a counterbalance somewhere that is dragging it so I tried pushing down on the front of the platform into the sand whatever I did was not enough to stop it. I looked up and realised the counter balance would be on top of the hill where there was a forest
