child walking down block alone

There was a Little girl (2-3 years old) walking down block at 2am in Puerto Rico (my family's home). Saw a neighbor leaving their house so I asked if she were her child.. she said no and pointed me to the house and said the mom never watches her children and they always find there way out of the house. I Knocked on the door that the lady pointed me to and told her that her daughter was walking around the street.
