laws of inertia

It was about children being hypnotized through water, gravitational pulls, & laws of inertia. Included Lacey and a Denzel Washington type of man starting in Las Vegas and then moving to Alaska where the gravitational can sometimes be manipulated. Children were being hypnotized to drown themselves in water and fish bowls, illegal to have in houses because the water distracted children even from television. The water moved in a horizontal type tornado starting in the middle of the fish bowl then became cloudy, I'm not sure if it was a higher power doing this , it was also a form of communication from another place.
