Car broke down

I was driving down a road when suddenly the front passenger wheel on my car wouldn’t turn no matter which way I turned the steering wheel. I was able to get over in a curve and check it. Three of my tires were pointing straight ahead and the front passenger wheel was pointing right. Then I’m at my maternal grandmother’s house and I’m talking to my mom. I’m telling her about my car and how I was thinking it was a CV axel or wheel bearing. We go to the living room and for some reason we had my car in there. I go to look under it and I just pick up one side like it’s nothing. I noticed that going around the edges of the car were these bungee cords that helped control the movement of the wheels. On the passenger side it had snapped. I asked why couldn’t I just tie it back together until I could get it replaced and my mom said something that I couldn’t quite make out.
