Guilty fish

There was a man and he transformed himself and this group of people into long green fish. They slipped off this boat like a wooden canoe into the water and he said he had turned all of them into fish, including himself, because they were all guilty. Even though they were fish they still breathed like humans and so they were all going to drown.
