Flipping busses

So there was this female cop who was investigating an animal abuse case. And this other girl who was younger, not a kid though. The girl was getting chased cause they thought she did it, it actually turned out to be the cop though who hurt the animal and she got arrested (yeah right). The girl got upset and flipped a bus over cause apparently she had powers, then saw a spirit and hesitated which then they were able to catch her, but she still got away only another bus was driving and it her and she almost died. Then this evil guy came out of nowhere and kidnapped the girl. Also I remember being on a motorcycle and either doing the chasing or being chased.
