City covered in Water

I don't remember the setup but there was a scene where I needed to buy something in town but all the road were covered in water (like 9foot tall of water) and the car were still able to go on road like nothing was there, I was forced to swim in the middle of the road avoiding every car coming my way. It was pretty weird but fun swimming around.
