New tenant, old key

I was at a room that at first seemed like a hotel. I was talking with a little boy, about 7 years old. The boy was telling me a lady down the hall let herself into their apartment, and asked how can she do that. I saw who he was talking about, and it's the neighbor on the first floor in my apartment building who has several small dogs. It dawned on me that the little boy and his family must be new here and I reasoned she likely had spare keys from the tenants who lived there before his family moved in, and that they didn't change the locks once they started living there.
