Strange gardening

I was on a mission to water some plants down the road outside some shops or pubs I was carrying the water cans and someone was talking to me and we decided to drive that but somehow got lost and couldn’t find the place I wanted and were going all over the place. Eventually we got out and walked it was difficult to find the place we were looking for but I found this place that had cactuses outside but unusually they were planted in the water and one of them was covered with a lead so it wouldn’t get light
