Planned fires in citadel, fly, infiltration

I... survived. There was a planned fire in what's looked like a citadel. Poor cmmunities entrapped and it goes higher in altitude every time. I was able to escape the fires from where I lived because I was fast and only had to look out for myself, no time for others. But I mostly survived because I could fly (it's freaking funny, when I fly I have to do the frog move as if I was swimming). I arrived at the next community and I could still see the fires down my community. People were panicking both here and there. They already gave up as they had no way to escape. I saw kids, babies, pregnant women too. I grabbed a baby the crying parents just let laid there on a wall and took a fly. It was a planned fire, so I suspected that the people behind this were still here observing us. I didn't want them to know I could fly so I only did it a few times and just got ahead by foot as I was pretty fast and athletic. I arrived to a forest. Not sure where the baby I had before is. I end up to an bitumen area with cars, hangars and some people. Seems like the people who planned the fires. I decide to infiltrate, but while doing so I encounter another person doing the same thing as me. So we team up and go ahead. I don't remember after that.
