magical girls to the sea

For some reason these random fictional characters that I know could transform into magical characters based on other stuff, like one guy was able to turn into a Sonic-themed magical girl. Then it switched to some monster guy going to school in Dipper Pines' place, before he decided 'nah I won't go back to him' and ran off to this town ripped straight out of 90's anime. Last thing I remember is him going to this lagoon in a cave and being compared to a kappa.
