Squirting Paint

I'm on holiday with a group of men in a foreign country. One of the men squirts multicoloured paint on a local shop keeper. I'm really embarrassed on his behalf but he says nothing and leaves. Later, as we head back to our accommodation to prepare for a night out, he's there. He refuses to comment on his actions and seems really odd.
